Tokyo and Saitama differ in terms of their investment opportunities in Real Estate. As the main business and employment centre, Tokyo is a popular location for many investors (both local and international). It is a great option for investors wanting a larger property market with a well established rental market. However, the high purchase price can cause issues when trying to generate good rental returns.
Saitama is a great option to get into the Greater Tokyo area and can offer more affordable options. Places such as Saitama City and Kawaguchi have great residential areas with easy train access to Tokyo.
If you’re looking for a busy market to invest in and want to target many potential rental opportunities, then Tokyo would be a great option. Alternatively, if you want more affordable homes to invest in, while still benefiting from the employment opportunities in Tokyo then Saitama would be a great option. Ultimately, you must consider purchase price, rental returns, location and future resale value for each property.
Property Prices and Entry Costs
Tokyo: Expensive Market
Tokyo remains to be the top real estate market in Japan. With so much businesses, schools and lifestyle options, it attracts many local and foreign buyers. There can be a big variation in price throughout the city. The 23 central wards will generally be much more expensive than the outer areas. The average price for new build condos in the 23 central wards was ¥142.49 million in early 2026. This has increased by 9.1% from last year. Tokyo is a very hot market.
Whilst there are lots of options to invest in Tokyo, you need to ensure you can achieve good rental returns. Whilst prime locations may attract tenants quickly, you may not get a high rental yield.
Kanagawa: More Affordable
Kanagawa is located directly south of Tokyo. It has many urban areas such as Yokohama and Kawasaki. It also has some beautiful seaside towns such as Fujisawa and Kamakura. Generally there are fewer barriers to entering the market than in central Tokyo. However, prices can vary greatly. Areas close to stations and businesses can be quite pricey.
Looking at land price data we can see there was a big difference between the average residential land price in Tokyo (¥407,000 per m2) and Kanagawa (¥198,000). This does not indicate exactly the same areas, however, it gives us an overall idea.
Investing in Kanagawa will mean looking at areas suitable for Tokyo workers. It will also have local businesses and schools.
Rental Yields
Tokyo: Large Variety of Tenants
Tokyo has one of the deepest rental markets in Japan. With lots of centres of employment, it attracts professionals. There are also lots of universities to attract students. Many international businesses mean there is a demand from foreign expats.
There is a wide variety of tenants to choose from. Smaller apartments are perfect for single tenants whilst larger properties will suit families. Properties located near areas of business and universities will always be in demand. However, with such high prices it can be difficult to achieve high rental yields. You will need to ensure you can achieve good rental prices and take into account management costs and potential voids.
Kanagawa: Good Mix of Tenants
Kanagawa is close to Tokyo and has its own rental market. Areas like Yokohama and Kawasaki have local businesses, schools and amenities to attract tenants. Kawasaki is great for tenants that need quick access to Tokyo and Yokohama. Yokohama has many businesses and lifestyle options. Fujisawa is great for families wanting a relaxed lifestyle close to the beach.
You should look into specific areas of Kanagawa. Whilst there is a good rental market, you need to ensure you are targeting the right tenants. Whilst a good location close to a train station may have better rental potential, a cheaper area may be less accessible.
Population and Rental Demand
Understanding population trends can help you understand how deep the rental market is. Local businesses, household numbers and migration can all matter. As of the 2025 National Census in Japan, Tokyo has the highest population with around 14.25 million people. Kanagawa is next with around 9.19 million.
There is a big difference in demographics. Tokyo has a much higher population. Kanagawa has had a decrease in population of around 0.5% since 2020. However, Kanagawa has had an increase in households of 3.0% meaning there are now around 4.35 million. This can increase the housing demand.
Within Kanagawa there have been differing population trends. Tama Ward in Kawasaki, Yamato and Fujisawa had the largest increases.
This means you will need to look into specific areas. Whilst Tokyo has a larger market, Kanagawa will require you to look into specific towns and areas.
Economic and Business Environment
Tokyo: Strong Economy
Tokyo has a strong economy with many financial, technological, service, retail, education, tourism and corporate businesses. This means there are lots of employment opportunities. The railway network in Tokyo is very well developed and connects areas to business areas.
There have been many redevelopment projects across areas of Tokyo. This can improve infrastructure and amenities. However, you should consider if the new development will increase your property value.
Kanagawa: Varied Economy & Growth
Kanagawa has a varied economy with lots of employment in manufacturing, logistics, technology, retail and services. Yokohama is a large business area. Kawasaki has many industrial and logistical businesses. Both benefit from being close to Tokyo and have their own vibe.
There are redevelopment projects which can increase growth. As of May 31st 2026 there have been 14 urban renewal projects. These include areas close to Shin-Tsunashima and Kannai Stations. These should be considered as potential growth opportunities. However, look into how long the project will take and how relevant they are to your property.
Capital Growth Potential
Tokyo can be a good option for someone looking for a more established property market. With lots of people, businesses and infrastructure there is always demand. However, due to the high prices you should be cautious of how much growth has already been priced in.
Kanagawa can also provide good opportunities. Some areas may benefit from redevelopment and increasing populations. Often these will attract tenants looking for easy access to Tokyo.
Recent trends have shown both areas are increasing in price. In early 2026 second hand condos in Tokyo increased by 11.9% and in Kanagawa by 5.5%. This is just an estimate. Resale potential will depend on the property. Properties with good access to transport, good layout and maintenance will likely be more attractive to buyers.
Final Thoughts
Consider investing in Tokyo if you want:
- Large rental market
- Want to target professionals, students and international tenants
- Love established transport links and large commercial areas
- Have enough money to invest in more expensive properties in desirable areas
- Lots of potential tenants and buyers
Consider investing in Kanagawa if you want:
- Want to invest in areas outside of Tokyo’s more expensive areas
- Like areas with easy access to Tokyo and local businesses
- Love established urban areas such as Yokohama and Kawasaki
- Want to invest in areas with increasing populations or redevelopment
- Happy to compare specific areas of certain cities.
Conclusion
Both Tokyo and Kanagawa provide great investment opportunities in Japan. Tokyo provides a larger and more established market as it is the main economic hub. Kanagawa provides access to the Greater Tokyo market and provides a greater variety of living environments. It can also be cheaper.
If you are looking for a deep rental market and want to invest in Japan’s largest centre of employment then Tokyo is likely the best option. If you want to invest in significant cities within the region but still have easy access to the capital then Kanagawa would be a good option.
Ultimately the best investment will not always be the most popular. Consider property prices, potential rental prices, net yields, costs, void risk, transport options and resale potential. A good location with good rental potential may be a better investment than a popular area.
